I don't see why they would be explicit
They've been questionable for over a decade
Social reasons, primarily. Breasts are generally considered a bit more tame than genitals, some places in the world even allowing public exposure of breasts while still restricting genitals, though many places do still require them to be covered.
tbh it doesn't really matter to me but if post that are just simply dog for example if it shows their sheath then they get marked for explicit even if it's not in a sexual way so i thought it would be similar
I think it checks out with what society generally expects.
TV and movies seem they are willing to show a lot more nudity these days, but you'd historically be quite surprised to see any depiction of genitalia, in a sexual context or not. Bare breasts or buttocks though? There's plenty of PG-13 movies in the US that briefly show buttocks and female nipples (e.g. Titanic, 1997)
If you look around hard enough you might be able to find something, but full-frontal nudity is generally restricted to R-rated movies, still usually only a very brief appearance and often you're not even sure if you're looking at a vulva or just a pubic area.
There's plenty of places that wouldn't even consider them questionable.
It is a bit arbitrary, but for once it's not us that the arbitrariness lies with. Societal taboos are just... weirdly inconsistent that way.

Though not even fully exposed breasts are explicit. Those fall under questionable.
Personally I think exposed penises and vulvas should also be allowed under 'questionable'.

I understand why they're not- it's a simple criteria that's way easier to use and enforce than grey area that can come down to "idk vibes I guess." But allowances for nonsexual nudity would be my preference in an ideal world.

It's Revealing and explicitly presenting with no nipples, genitals, etc.

It also depends on the nature of the pics themselves. Breast's with no nipples shown and nothing sexual going on can be marked as Safe. It's called Bland Nudity or more commonly called Casual Nudity.

That's not what casual nudity is. That's usually explicit.
The tag you're looking for is featureless breasts. And the term outside this site is "Barbie Doll Anatomy".
