should be an implication rather than an alias.
an implication will make blue_bikini_briefs add the bikini_briefs tag when you tag blue_bikin_briefs, so you end up with both tags on the image.
an alias will make it so if you tag blue_bikini_briefs it will only add bikini_briefs.

it's mistagged a lot but bikini briefs are a cut of underwear, not an actual bikini

Swimsuit vs underwear which, outside of context clues (a beach/pool scene) is almost impossible to tell the difference.

If the artwork is sufficiently detailed, you could tell the difference by the material used. Underwear is generally thin and not really reflective (with the exception of silk lingerie or similar, which generally won't be the case here) while swimsuit material is thicker and more likely to be shiny. Also, the former will generally become partially transparent when wet, while swimsuit material won't. These are details that often don't show up in art, though.
The bikini_briefs tag is kind of a mess, though. A lot of the current uses of the tag are just straight up wrong. Don't we already have a different tag for this anyway...?

There's not really anything in any of these that would suggest swimsuit instead of underwear. I know it's kinda difficult since underwear and swimsuit are different tags, but at the same time these things are visually identical and context won't help in all of them because neither a swimsuit or underwear make sense.

And that's not even touching bras/bikini tops/harem clothing/short shirts that might actually be sports bras/dresses with cutouts/etc.
The existing tag is panties which is, eh. Not the best term. Bikini briefs are the term you're most likely to see in the real-world used to describe the cut, however I get that it'd also add confusion to an already annoying situation.
