Different forms don't imply each other, for purposes of searchability. E.g. searching for posts that have both primal_groudon and normal groudon together would be a problem if every primal_groudon post was also tagged groudon despite not having normal groudon.
are primal groudon and kyogre more like megas or like the origin formes? because megas are considered separate pokémon but origin formes are considered seperate versions of the same pokémon.

More like megas. groudon and kyogre are pokemon themselves, which can temporarily become primal forms.

Origin formes are only different in that pokemon with them already have separate tags for all different forms, and have a base tag that doesn't indicate a specific form (e.g. origin_forme_giratina and altered_forme_giratina are the two forms giratina can take, so anything depicting giratina must be origin forme or altered forme (or both)). It's the same as lycanroc.
