remove implication pattern_socks (4109) -> pattern_legwear (14920)
create implication pattern_socks (4109) -> pattern_footwear (4227)

Reason: socks implies footwear, and the various sock tags (striped_socks, spotted_socks, etc) imply their footwear counterpart (striped_footwear, spotted_footwear, etc). But for some reason, pattern_socks got implied to pattern_legwear in topic #26934. This fixes it to imply pattern_footwear following the other tags.
