Should cumming_while_penetrating be aliased to cum_inside or just be implied and…um…heavily used more?
Because, there is the tag cum_while_penetrated, and this tag is relatively opposite than that, but also vaguely the same…

Someone could be cumming while penetrating without cumming inside. For instance, they could be penetrating with their fingers while masturbating. I think that would count for cumming while penetrating?

Like leaf said there are situations the sub cumming while penetrated doesn't mean they are creamed at the same time: The dom hasn't cum yet, tentacles, their own fingers, dildos, etc...

They're talking about cumming_while_penetrating. But yes, they can be penetrating a character (with a non-penis appendage) without needing to cum inside.
The question becomes what kinds of penetration we want to restrict it to (penile/fisting/fingering/strapon/dildo?). If it's exclusively penile then yes it would be equivalent to cum_inside

Taking a look at cum while penetrated, it reminds me that we need to update some of these after fisting is determined to be explicitly penetration
