The tag alias #74109 wiggly_smile -> wavy_smile has been approved.

Reason: 1. wavy smile is used on 159 posts and has a basic wiki page; wiggly smile is only used on 26 posts.
2. Ensures naming consistency between wavy_smile and wavy_mouth.

(I've made a separate implication request for wavy_smile to imply wavy_mouth: topic #47562)

EDIT: The tag alias wiggly_smile -> wavy_smile (forum #425719) has been approved by @spe.
