Seems to mean the same thing. small_penis is used more.

Aliasing tiny_penis -> micropenis
Aliasing micro_penis -> micropenis

Implicating micropenis -> penis

Might be better to alias it to micropenis, though I'm not sure how valid that tag is. The size seems kind of subjective.

Not sure if micropenis would be the best name, but I now think a tag for penises smaller than small_penises could be useful.

We should also have something about penis sizes on the penis wiki page like we do for breasts.

Yeah... I've been meaning to get to that one. Unfortunately they don't measure as well as breast size or weight, which both have (real life) standardized measurements to loosely base them off of (BMI, lbs, bra size, etc.).

Working with animal genitalia doesn't really help much either (horsecock would usually range from big to bordering on hyper, feline_penis would end up being mostly small, etc.). I'd be tempted to go with a "big...for that species" but that doesn't scale particularly well and would probably make things overly complex for uncommon/imaginary species. Making it somewhat relative to arm/body width might help to some extent (e.g., "if it's bigger than their own arm, it probably fits better in huge_penis") but wording it will be a bit tricky.

That being said, I'll see if I can come up with a working outline. In the meantime I'll try to do some minor rewrites of the wikis already in place.

General: huge penis

Images or Animations in which a male (or intersex) character has a remarkably large penis. This tag should only be given to characters who's penis is larger than big, but not to the extent of hyper or hyper_penis sizes.

That's a good place to start. :P

While we're on the topic of dicks: big_dick is aliased to huge_penis, although I believe big_penis would be a better target.

oversized_penis may do better being aliased to huge_penis or hyper_penis rather than just big_penis.

Yeah, there's really no reason not to move that one. Nice catch btw. :)

Btw, I did a quick rewrite of the wikis and stuck in some rough guidelines for usage. The details will probably end up changing a bit and it needs a lot of tweaking, but it looks like it's off to a good start.

I'll be working on getting a more thorough guide written with examples (like the breasts/weight wikis have) but it may take me a couple days to get everything together. If I haven't gotten anything done by a couple weeks from now feel free to give me a poke. ;)
