They are both very similar tags, so I see no reason why it maters.
What the difference between "clothed" and "fully_clothed" is up for a very slim debate. So... Look at it like this: you have a post where the subject only has underwear on. The subject is clothed.
Then you have a post where the subject is dressed for winter weather. Fully clothed.

There's no point of having two tags that are literally the same. If you're "fully clothed" then you're clothed, and thus the alias fully_clothed -> clothed

clothed is implied by half-dressed, so tags don't mean the same. Clothed is used when character is wearing any clothing. Fully clothed is probably meant for character that are neither bottomless nor topless. Though it's only used 6 times for now, so maybe alias it's good idea since nobody is using it.
