Could the Paris tag be used in ways that don't depict France? Like some kind of city emblem or flag? There's also the issue that "Paris" isn't uniquely a city a France, there's also Paris, Texas. I can't say I'm too fond of city names as tags like this, since it's not unusual for the more famous city names to have lesser-known cities or townships elsewhere using the same name. And most of the time, it seems the tag is only used because of a famous landmark, or because the artist says that's where it is.

I didn't think of emblems or flags, that's a good point.

Though just the fact that you have to specify the US State that the other Paris you reference is in kinda proves my point that when most people see "Paris" they think "city in France with the Eiffel Tower" not "small city in east Texas". Almost every European city has other places named after it. And the fact that city tags are mostly used when there is a recognizable landmark or the artist says that's the location is an odd nitpick, how else do most people identify places? It's similar to saying "most of the time the "military_uniform" tag is used because of camo/tac-wear or because the artist says the character is military"

There’s a Paris in just about every Midwest state. I lived near a Brazil and a Paris growing up lol.

One being the most popular doesn't mean it gets to use the tag. If I mention Krystal and Loona, most people will have the same idea of who I'm talking about, but they're still disambiguated[1] because there are other characters with those (or very similar) names, even if they're a lot lesser known. Incidentally, there are also quite a few characters named Paris, not just other cities.

[1] Loona actually isn't disambiguated, but the loona tag is unused and the character you're probably thinking of has a disambiguating suffix, loona_(helluva_boss).

The point is more that the city tag becomes redundant. If the eiffel_tower tag indicates Paris 99% of the time, and Paris is identified primarily by the presence of the Eiffel Tower, then searching eiffel_tower will basically get you the same results as a paris tag, while being more TWYS friendly.
