You can have the Chrysler Building without NYC in the background.

TWYS not TWYK. In real life, the Chrysler building is located inside of NYC, and therefore you cannot have the building in an image without also implying the city it was build inside of.

However, art is not always constrained by the laws of real life or physics. And the Chrysler building is also an icon just by itself. You can easily show the recognizable building, without even seeing a city around it at all.
