Otterface is one of the people involved in Frisky Ferals, yes. Frisky Ferals also has "Free" content that they'll sometimes distribute, which is almost always done by Otterface first on e621, for obvious reasons.

There was a time when Frisky Ferals released free content, but didn't have the "Free" watermark on the artwork. This basically resulted in people assuming that Frisky Ferals was DNP unless Otterface posted it. :P What he was posting was stuff they wanted to release for free anyways.
