He only makes a few changes here and there, but that's it.

Changing its name, desctription or reordering its posts will bump the pool in question. The history page can't really tell you why it was bumped if no post was added or removed (unless you compare the two versions).

If it becomes a behavior, I'd say it would. But if he/she is legitimately making changes to their pool, then that's cool, even if they are minor changes.

As always, we will look into it and if we have proof that they are being a jerk, we'll take action.

Maybe it is an idea that the system does not bump up pools when making minor changes(tag/order/name/description) edits?

Bumping a pool isn't really abusing the pool though because anything you edit on this site will be bumped and sometimes ghost edits happen so that would really not be fair

Pools were never designed to be listed like posts in order of newest to oldest, they were made in the list to show most recently created/edited
