Oxford Dictionary gives "A woman’s or girl’s undergarment, covering the body from the waist or hips to the top of the thighs and having two holes for the legs." which I'd say was the same thing.

I object. Canadian English is primarily based on British English, and as such is often referred to as such in comparison to American English, and we do not refer to them as knickers. *snerk*
