That might've got changed recently: muscles is now an umbrella tag for all kinds of muscles, and large ones should be tagged as big_muscles instead.
...or at least that's what RD said. Then the discussion got stuck in limbo, and nobody updated the wiki. So I'm not sure exactly how muscles is supposed to be used now.

Were this not the case, I'd have to question what tag would be used for any characters who display a great deal of physical fitness but don't reach the point of Hulking out.

We have the toned tag for 'fit but not muscular'. And that's one of the problem with the change: now muscles seems to overlap with toned.
And as I said in the other thread, there's a couple of active taggers who've tagged majority of the muscle-related tags. Tens of thousands of tags in total. I'm somewhat worried about how they'll react if we change those definitions now, and undo all of their work. :/
