If there's nothing in the picture that notes who the copyright owner is, and no information on e621 that would establish who the copyright owner is (tags, source, etc), then I just have to assume that the uploader is the copyright owner. Obviously this won't always be the case, but I can't just say "no I won't remove the image until the copyright owner tells me to" if I have absolutely no idea who that is.
