A thanks in advance is a thank you for the consideration of their request, not an assumption that it will be done.

It also makes it less likely that people get mad because you forget to thank them afterward.

I suppose it could be intended the way you mean, but that's just someone being rude, and it's not the original intent of the advance thanks.
