Doing so risks pissing off the artist, who might then endeavor to have their art pulled (it's happened before). But this is worse case scenario. I'm not gonna tell you no since it isn't against the rules, but posting edits can have consequences.

Ask the artist if it's okay to post it.

If you can't contact the artist then it's safest to just not upload.

But if you really want to you can upload it without the artist's permission, but leave a comment saying you couldn't contact them and you'll remove it if they ask.

It's a good thing you asked before acting. That's showing more responsibility and respect than most users on this site.

It usually depends on the artists attitude towards their art and others adapting it. Some may be completely strict on their rights to their work, while others might use the creative commons license and allow the adaption of their work.

I'm not very familiar with the artist, shibara. His/her user page doesn't discuss anything about edits or rights, but don't just assume they are OK with it.

If you do so choose to post it (with or without permission), make sure you credit the adaption with the original artist.

When in doubt, however, always go on the safe side.
