I think that feet licking and the like would qualify more as a foot fetish than footjobs, although technically, being attracted to breasts is breast fetishism. Where would it end?

Also, i disagree on the implication. Foot jobs dont need to be done because of a foot fetish and you can have a foot fetish and not want foot jobs. Foot fetish is moreso the licking, touching, kissing and sucking of feet, a foot job is pleasuring a partners genitalia with your feet.

I go the other way. I think this is a reasonable implication. If someone wants to blacklist foot_fetish, they won't want to see pictures of someone's feet on a dick, probably. Or if they hate footlicking, but don't mind footjobs, they can look up footjob specifically.

This is not my fetish, but it seems like a common progression "lick feet, move on to feet rubbing cock, let me feel those sexy paw pads"

It just seems like a straight forward case of 'this has interest to people inclined to X' and 'this is something people disinclined to X do not want to see... there for, it seems like it must be a form of X"

I don't believe that footjob = foot fetish. That being said, I suspect that the majority of footjob recipients do have a foot fetish. Whether or not this warrants an implication, either for the purpose of blacklisting, or searching, I doubt it. If someone were so inclined to blacklist/search for one, it's pretty simple to add the other.
