Yea, what about when one of the parents is a herm. I know there was an entire series (including a flash) that featured a herm tauren and her son.

what about using
herm_parent = father/mother
herm_sibling = brother/sister
herm_offspring = son/daughter

I don't know what you're trying to do with this. Implications don't and can't work this way.

Those are incredibly unwieldy and awkward tags.

well since you can't call a herm a male or female directly. I just thought that giving them Gender-neutral family titles will solve the problem

Personally, I don't think these implications need to be created, because doing so would necessitate creating a bunch of awkward tags. And it wouldn't stop people from frequently mistagging images with the wrong sort of family relation tag.
