No. Cyborgs may have computer implants, which we generally don't think of as mechanical, if it's simple computer processors and maybe some blinky LED's on the head. That's nothing but semiconductor circuitry, which I generally don't call "mechanical," rather "electrical."
By definition, a cyborg is "a being with both biological and artificial (electronic, mechanical, or robotic) parts."
