The way I see it, crying implies full on bawling your eyes out, whereas, tears is minimal droplets of liquid coming from your eyes and/or having tears on your face.
Like if you were to close your finger in the door the best way to show emotion would to have a tear coming from your eye.

yup. that's why crying implies tears--because, in an illustrated medium, tears are the 'best' way to demonstrate that your character is upset (as opposed to roaring in anger, or something)-- and not tears implying crying. because you can emit a single tear without bawling or sobbing. very techincally they SHOULD imply the other, but, it's not tag-helpful :D
