Uhhh.. not really. Horror tag appears to be associated with characters displaying fear.
...Some of the stuff atleast. Only a small portion of stuff under that tag qualifies for nightmare fuel.

retagged the ones just showing shock and fear to, well, shock and fear (surprise!). Everything else belongs under both nightmare_fuel and horror.
...can we have horror imply nightmare_fuel as well? :D

if it's going to be horror implied to nightmare fuel and vise versa, why not get rid of either horror or nightmare fuel instead? then there's no implication needed for two subjects which seem to mean the same thing. I vote on getting rid of horror just because nightmare fuel is more often used around here.

Horror and nightmare fuel are two diffeernt ideas.
horror is more for character reactions--someone being horrified in an image. --someone jumping out of a closet and scaring someone, zombiefurs... etc :P
nightmare fuel is for images that *are* horrifying. Pikachu drawn like something out of lovecraft's nightmare's.
On the other hand, shock and fear are.. better then horror,(I could see horror aliasing to fear maybe?)
but nightmare_fuel is actually common on most boorus I've seen.. and is actualyl a good tag to keep because it's an easy blacklist-able thing to keep some more.. well.. nightmare-inspiring images from haunting one's dreams.

Yeah, "nightmare fuel" is a pretty commonly known trope, and it's a rather handy tag to have around.
