Popsicle isn't necessarily "ice cream", also ice cream takes the shape of a container (cone, box, sundae dish) while popsicle takes the shape of a stick, which incidentally has made it a staple of loli images. Heh.

Ice cream doesn't have to be set in a specific shape to be ice cream.

I didn't see "implication". I still don't call a popsicle ice cream but that's now probably a personal failure on my part.

Popsicles are frozen flavoured ice, in various shapes, that MAY contain ice cream, but are not ice cream themselves. While various items have been made with ice cream (those premade cones (Drumsticks) you find in convenience stores, ice cream sandwiches with cookies, creamsicles, Revello, etc.) and are thus considered ice cream products, they are definitively different from the popsicle in substance if not in usage (Cooling down in hot summer, or as a tasty dessert treat).

But to simplify: popsicles have no milk content, consisting of fruit juice or flavoured water frozen into a pre-molded shape. Ice cream does, and has no set shape. Thus, not the same.
