Is there a section where you go to either display the type of art that people can hire you for or go to hire someone? I hear people talking about hiring people all the time but how?

You can PM artists here and ask for commissions.

The site itself wasn't specifically designed to handle transactions of any kind, so all of the business is between you and the artist.

Also, e621 doesn't allow advertisements outside of the banners, so you're probably going to have a hard time figuring out which artists are up for commission.

I advise you go over to FA or InkBunny for stuff like this.
