Personally, I feel holding_staff would be better implicated to holding_weapon (as well as possibly implicating staff -> melee_weapon). I had also made a big list of various holding_object tags on forum #246553.

I'm not sure if a staff is generally a weapon. As the wiki describes, it can also be used for a variety of other purposes, like a walking aid. Also I would argue about the effectiveness of a staff as a melee weapon. It generally is used more for casting magic, which would mostly be ranged attacks.
But thanks for linking your list. I'm suprised that apparently none of them have been added yet.

Yeah, it would probably depend on each post whether or not the staff should be tagged as a weapon. There is also a cane tag for the item used as a walking aid, though I wonder if cane should be disambiguated and walking_cane used in it's place (since cane could also be used for staff or candy_cane).
And no problem, I'll probably add that list to the 'Forgotten Threads' page eventually.
