I managed to find the name on saucenao. There's no official link between them but it's definitely the same artist, so this is approved.

I also went ahead and approved an alias of ちぎりまる -> chigiri.

I'll have to do some more digging when I'm on an actual computer to verify this, but it looks like they are the same based on what I found already.
