Dunno about the rest of these guys, but roughraff is a species of Yo-kai. As far as I can tell, only the giant Yo-kai like the guy at the construction yard, the pig at the sauna, and Kyubi-what's-her-name are characters. The Oni also seems to be unique, but he's a demon, not a Yo-Kai.

Mind you, I'm basing this off the game, never read the manga or watched any anime (if any exists yet?). Trying to find Minivolume 1, as I have 2-5.

Whether Yo-kai are species or characters is inconsistent throughout media. The anime and main manga series treat them as characters, while the games treat them as species most of the time.
Although, there are exceptions to the species rule in the games, like with Jibanyan. He was treated as a character from the second game onward, even when you can befriend multiple Jibanyan in the first game.
