Feb 26th:A new bill in Arizona is making its way through the Senate that would force sites like e621 to implement mandatory age verification for all users—or face potential lawsuits. This system would require third-party vendors to verify every user’s age through a government database. Not only is this a massive violation of privacy, but it also introduces serious risks, including identity theft through phishing schemes and other malicious methods. Worse still, we would have no control over ensuring that user data is permanently deleted after verification.
Since e621 operates out of Arizona, this law would almost certainly impact us if it passes. If you want to help ensure that we can continue serving you without being forced to collect personal information, we urge you to contact Arizona’s senators and ask them to vote NO on this bill.

I think if you were to ask her in this moment in time if she consents to sex, I think her answer would still most likely be in the negative; whether or not she gets a decision of where it goes and whether or not she acts on it isn't really relevant; only whether or not she consents to sex at all.
However, one could argue that this maybe still shouldn't be given the tag rape, since Tag What You See, Not What You Know is a thing and a big part of tagging etiquette on this site; we know for a fact that rape is happening in this scene due to what we can infer from the two previous pics, but TWYS states that each individual image must stand on their own; there isn't quite enough evidence in this pic alone to conclude that rape is happening, though it is true that the previous two pics contain rape and so it would be reasonable to assume that this is a continuation of this pic, but TWYS states that other pics cannot be taken under consideration with which to tag any individual pic.
So, yes, it was probably the right call to remove the rape tag, but for reasons relating to how tagging images and the things happening in them works on this site, rather than if we can infer from other images relating to this one as to whether or not rape is happening in this pic.
This would also mean that people whom've blacklisted rape (presumably because- you know- hot, juicy, cervix-pounding, UTERUS-IMPREGNATING R͜͟Á̧̛͡P͏̧Ȩ̸́͢͡ is not something everyone wants to be blasted in the face with) will in fact still continue to be shown pics we know and they know have rape up-front-and-center in them, but that's e621 for ya'. ¯\_(ツ)_/¯
