If I remember correctly the artist has talked about being very into parent-child stuff before on an old blog. If me saying that doesn't count as evidence you can simply search both "eripuppy" and "incest" tags

I looked up the tags and there were six images other than this. One of which was incorrectly tagged as incest and it was actually a mother and a daughter spit roasting an unrelated boy.
My doubt comes from him being white and her being black.
If he is her dad then she's probably adopted.

That's not necessarily true as genetic sharing is a messy business and somebody can wind up being rather light in skin color just out of chance.
