Neither. It's the same director as HellBoy, but the character is partially based off of the director's experiences as a child watching Creature From the Black Lagoon.

i don't think TSOW or hell_bot share the same universe. Rather just coincidenctally having the same date and actor to play as both Abe and the Asset.

Looking at some information. TSOW is not a prequel to hell_boy or share the same universe. It is just all coincidence.
