I’m assuming he’s using an iPhone? There should be an app called Puffin on the App Store. It compresses data by sending it to their servers first, which also allows you to play Webm videos and flash.

Go with caution though if you/they’re using it with e621. As said it compresses the data, which means anything he downloads will be compressed. The means if he downloads an image and uploads it here, it’ll be lower quality of source, thus needing replacement.
