The site rules are literally tag what you see. There is absolutely nothing in this picture to indicate that the Sylveon is intersex. It would be a different story if there was, but there isn't.

Plus, as AstealthA said, the artist tagged the original piece as "#male". Meaning that even if this site did not have a tag what you see rule, it would still be tagged as male.

Besides, isn't the entire point of being intersex to pass off as the opposite sex? Doesn't tagging a character as intersex invalidate the entire point? If you want to be another gender, then go for it, but waving the fact that you're intersex around kind of makes you seem like you just want attention. Don't call me ignorant for stating a fact. I don't care what you have in your pants.

No female genitalia/features, or dialogue regarding the character being intersex means that it's tagged as male, even disregarding the fact that the artist tagged it as male as well.
