Hell isn't so bad for the damned these days. The Union of United Mortals United Union has secured them alot of rights over the last few decades. Although a big part of that was just the damned starting to vastly outnumber the demons as they keep flowing in. As a result the demonic hordes have had to resort to more modern and efficient market driven torments; call centers, rent, data entry jobs, payday loans, subscription software, scratch cards, privatized public transport, app controlled everything,

Though one of the few places left where you can see a semblance of the good old Hell Culture is in Dying Shadows State Hellitentiary, Cell Block № 8. Intended as a demon only wing - it gained a fierce reputation after a series of riots. For the last 15 years prison staff have kept a wide berth, only going near it if they have to.

Due to the occasional beaurocratic fuck-up, and the occasional kidnapping from neighbouring cell blocks, a few damned souls have found themselves unfortunate enough to become inmates... and valuable commodities for the thriving cigarette economy.

I'm a little worried about prison themed stuff. I think you risk the implication that the victims 'deserve' it, and Hell as a setting only makes that worse. So I want to be clear that that isn't the intent.

Also hell is a funnier and more interesting setting if heaven and other alternatives don't exist. It's where we all go!
