Well, you're literally reading the backstory to said rule. Looking at what has happened to the previous two riders, I really hope Jenna and Lorath get a better, happier ending.

As to your theory on origin of the rule, I highly doubt that it was caused due to the lack of breeding, considering on page 9 of Dragon Rider it is said that tamed dragons mate with wild dragons to ensure genetic variety and the entire story of Caught in the Act kinda implying that they will still do it with other dragons anyways.

They got busted and were banished. I don't know for certain, but I doubt that this would end in death. That seems a bit extreme for her riding her dragon the "wrong" way.
