It actually wasn't; the earliest reference was a 1784 painting, and even then it was more an "all-for-one" between bros than a ritual symbol. Of course, nothing trumps fact-checking like a zesty art meme, so when the Fascists swept Italy they adopted it as part of the PR claim to the Old Empire (and Hitler made up a "German" tradition to pretend he wasn't cribbing it from Benny). Ironically, the closest actual salute then in use was the original American Pledge of Allegiance.
