I see a guy trying to fuck a sleeping guy. I do not see any indication of previous consent.

therefore, it is nonconsensual and therefore rape.

Especially since the dialogue makes it quite clear this is nonconsensual.

For tagging purposes the commissioner's order has zero to do with the tags. Outside knowledge is not how we tag here. In this case we got a sleeping character who has no indication he gave consent and the other character taking advantage of the sleeping one. He even voiced the desire not to wake him.

Who said anything about being offended or upset? It's just important that pictures have proper tags, so that people who want - or don't want - to see them have an easier time getting what they want.
