Considering her enjoyment of this outfit, and the fact you find her underwear in game (Implying she is going commando) I have come to the conclusion that Curly doesn't like wearing anything on her bottom half in general. This is without a shadow of a doubt the only reasonably conclusion and anything else would frankly be absurd.

It could just very well be the fact that scouting robots were only ever programmed to explicitly wear clothing around the presence of other humans, a social conformity understood at even the most basic level for humans (but not for robots, since they would operate better without them).

Honestly it is a little weird to design an anatomically correct scouting robot that would necessitate the need for panties... and even weirder still how hers are stylized.

I was always under the impression they where more of an "artificial human" than a straight robot. They have all the organs and needs of a human just made out of silicone and stainless steel.

I know that most of the charm of the game is the lack of information and it leaves the player to their own interpretation of the world of Cave Story but I wish we knew more about those robots that Quote and Curly are.
