this is not male/female, it is male/male and yeah yeah tag what you can see but there is nothing showing him to be male OR female, so it should be tagged as ambiguous.

The figure is feminine enough looking (wide hips, thin shoulders and waist) with long hair and significant eyelashes, so assuming female without proper cues otherwise (like visible breasts or genitals) wouldn't necessarily be out of line.

The character is a male. I’m just as confused as to why this is tagged “male/female” even with the tag what you see rule. The character has always been male.

Because other images of the character cannot be used to tag the character's gender. The _(lore) tags were created to be a compromise for this issue, but people still aren't happy I guess.

So what if I tell you, that Phenya (the actual artist) uploaded this himself to Derpibooru and tagged it as gay himself? The artist himself says this image is gay.

Im not trying to be an ass, I know the “tag what you see” rule, but the artist them self has tagged this animation elsewhere as male/male.
