To have young children be able to have Baby Pokemon without having to explain to them why or how the eggs are made. As they just "Appear" in the games, although we all know how they are made, wink wink.

Beyond that it avoids the explanation at all. If all pokémon lay eggs then they don't have to make the decision about which pokémon would or wouldn't lay eggs.

plot twist: the eggs are all lies made by the daycare people, they collect the baby pokemon and encase them in the egg with all the food they'll need to become bigger (kidding of course)
