Instead of locking them in their pokéball as punishment, why not make use of your misbehaving electric type? Bind them up and use them to charge your devices!
All it takes is a vibrating plug to really get the juice flowing, so to speak :) Then insert your charger and you're good to go. ...Once their arousal is brought to a plateau the charge will even power the vibrator too, thus creating an inescapable feedback loop that will only end when you feel the punishment has been enough.
...The only downside is that your charging cable will quickly become very... slimy.
