April 10th: The bill has been vetoed!
April 2nd: The politicians in Arizona are about to sign into law a bill that would mandate sites like e621 to either impose age verification on all users or be at a risk of lawsuits. Such system would be required to go through third party vendors, who in turn must go through a government database to verify every user's age. This is not only a major violation of privacy, but it also opens up a very real danger of identity theft through phishing schemes and other methods, not to mention that we would not be able to control any of that information to make sure it is permanently deleted after age verification is complete.
Unfortunately, Arizona is the state out of which e621 operates, which means that this law will almost certainly affect us if it is to pass. If want to help us ensure that this site can continue to serve you without being required to know who you are, please ask the Arizona governor to veto this bill.
Please, help us get the word out by letting others know about this issue.

MemberIndeed, I need to change those things, the thing is, most of animations are in 16 fps, and I did this on 18 fps, any way, I have a tool that would allow me to work at 18 fps, reducing the speed.
I still learning, so I hope I make something that ppl would like, but I'm actually yet to see if I'll make the entire thing.

JanitorIf you pay the website licensing fees for using MP4 codecs for video streaming as we currently do not pay for licensing for h264 or h265 and as such cannot host them. Additionally h265 wouldn't even work with anything outside Apple devices and software.
AV1 is possibly supported in future as free codec similar to VP8 and VP9 and AV1 does use MP4 container.

JanitorYou can use APNG and WebM still.
Just export as webm instead of mp4. VP9 should also be higher quality compared to h264.
It is commercial format that's restricted by patents hold in pool by MPEG LA. Reason why Apple devices do not support WebM and are the only platform to support h265 out of the box is because Apple is part of that group. That's also why Youtube, Netflix and other streaming sites use WebM VP9 by default instead of h264.
There's scenarios where you can utilize h264 and h265 freely, h264 being much more free to be used. Basically for all non-commercial personal use and using free software it's technically fully free to use without restrictions, hence why it has become so dominant and in case of e.g. streaming content to twitch, it's twitch that is paying those fees and with stuff like Adobe software you pay the licenses with the monthly subscription fee, meaning that for normal end users it seems like it's fully free format to use.
At least from what I have heard from higher ups and other sites like derpibooru, it gets complicated when sites get big and uses them to stream content and the last thing we really want is to suddenly delete majority of the website because of legal letters. So if someone has more legal knowledge or money for licensing and want e621 to host MP4 files, contact the higher up staff with email. Because the dominance of that format means that it is often a lot of work to upkeep content here as people don't know how to video format at all and most software defaulting to that for compatibility/decent quality.
Well at the very least there is webm so we aren't stuck with crusty flash conversions anymore, remember those 144p flash video conversions even here decade ago :V

JanitorYou save/export as WebM instead of MP4, then you post it.
This is pretty much dependant of what software you would need to check that yourself. In cases your software has limited export options, exporting lossless AVI or PNG image sequence and then transcoding that is the way to go.
For transcoding you can then use things like FFmpeg, Handbrake or Adobe software with VP9 plugin.
