There's a tool out there called FFMpeg, which can be used for all sorts of audiovisual conversion. It can be used directly as a command line program, but there are also a few GUI front ends out there if you prefer that.

Why would you want to extend 833ms loop into 10 seconds just to make it a GIF?

Yeah, converting this colorful and compressed video into GIF requires some manual tuning to look good at all. Replaced with copy that I manually handled with FFmpeg and GIMP.
Also uploaded original video format.
