I'm guessing she's fallen asleep in the dressing room. If so, this'd be the perfect opportunity for one of those bullies to put that collar on her, before waking her up.

How do you guys know? Also KTS, it was a magical shop, so it's in the realms of this reality where an eye looking at you on a curtain is easily possible.

Many of us already suspected it (especially because the comic's already pulled that stunt once), but Penny randomly teleporting outdoors into a crowd for no reason, immediately getting praised heaped on her, pretty much confirms it.

Ah, I see now, I have to go way back to the first few pages YEARS ago haha. Still, the main idea of the story is she's supposed to legit be naked in front of everyone at some point, right?
