Your right that it's probably a working hazard, but those are large metal staples holding the blade together. Not duct tape.
The odd thing to me is the weird jagged break. In the original image, Kiwi sliced the blade with the tip of her tail, which should have made it a mostly clean and straight break in the blade. Not a jagged break. So, what happened to cause the jagged break?
On a different subject, wouldn't it be funny if most, if not all, of the senior dragon slayers had at least one secret dragon lover each? That could make for an interesting sequel that ends with Sage Blackhorn joining the dragon slayer council.

That blade was crap from the start. To large, to heavy and very poorly maintained (a blade should not have dents that large, it's no wonder it broke so easily). The staples aren't any better than duct tape, for that matter. Probably can't do anything useful here other than smelting it down and starting over.
