I kinda wanted Venus to be slightly more original than just being a short stack Hoppy by asking Luxio to give her scarf her back from her demon form but with a slightly more romantic way of getting it back in this form.
As Ron explains, Succubi can make their own clothes, but because it takes energy to do so, the Succubi prefer to wear real clothing, which can be altered a bit from their transformations as you can see in Felicity's transformation comic. For the most part as long as they have real clothing, Succubi won't have to worry about tiring themselves out with each new transformation into a different set of clothes.
Venus' new scarf is a bit of a combination with a scarf and the Hoppy Lightning necklace, even though she doesn't need to do much for clothing since Hoppy is a cartoon rabbit with fur that covers everything, it doesn't mean she can't appreciate the fact that she no longer needs to worry about forgetting it when she changes forms and styles whenever she transforms. It's also an important step for Ron and Venus getting closer as lovers.
