I was about to comment on video aspect ratios and pillarboxing, but it seems like there's actually shadow visible to portray there's someone on next stall.
Would still suggest raising bitrate on stuff like this, video compression is really really bad with dark stuff, so that part would look better instead of banding and macroblocking.
