I thought a video of the real thing would be best evidence for it so, yes, yes she does have thighs busting out of her panty hose. Just oddly colored fur patterns would seem pretty unlikely judging by the design choices she and her prior evolution states have been through.

i see no indication of it being actual hosery in her official image. Like Lucario, her fur just gains a new stylization when in Mega form. She isn't magically generating clothing.
