A person, at least a month ago, had changed tags, presumably because they thought partial_nudity was explicit. This was around the time they began posting to the site, so it makes sense that they don't know the rating rules. So, if they read this, and for other people who may be new to tagging, rating_help

There's a button next to the post under History that says Tags. It leads to this page on which all changes can be found.

I know, that's how I found out, Just like with the other four edits he did; the one he posted was also being rated explicit despite being questionable, so I can take that wild guess. If I knew how to do blips, or if blips work in comments, I would of done that instead...
