    Nope. E621's rule is "only what is literally on the image." We can only accept character names from outside information, and to a lesser extent, information on if a character is supposed to be a gender can be used to determine the crossgender tag.

    Golurk have limbs, therefor if they're absent, they're amputee. The retractability of them is irrelevant unless it's shown (ie a comic showing it being pulled in or out).
