I think so after all when the artist adds a note that says something about the picture right under it who are we to say otherwise if we can't prove it false?

Nope. E621's rule is "only what is literally on the image." We can only accept character names from outside information, and to a lesser extent, information on if a character is supposed to be a gender can be used to determine the crossgender tag.

Golurk have limbs, therefor if they're absent, they're amputee. The retractability of them is irrelevant unless it's shown (ie a comic showing it being pulled in or out).
