This tag is for a situation where a character of ambiguous gender is using part of itself or an object to stimulate part of someone else.

It is fingering a vagina, fucking a cloaca, or shoving a dildo down someone's throat.

'Using' does not necessarily assume consent or dominance, so this tag is still appropriate for a dominant ambiguously-gendered character having vaginal or anal sex with a male because it is still receiving his penis, even if it is using force.

To determine who is the giver and who is the receiver try to think who has the 'passive' part and who has the 'active' part.

Generally, 'passive' parts are:
pussy
anus
cloaca
mouth
nipples
breasts
because these parts more-or-less lack the ability to use another part if the part is not cooperating.

whereas 'out' parts are generally:
penis
finger
tongue
dildo
tentacle
because these parts can force their way in and manipulate another part.

An odd exception to this is penetrable_sex_toy, as a person can put this in their hand and 'use' it on someone else with much more control than the person it is being used on.

A giver is on generally on the business end of such things as:
vaginal_intercourse
anal
anal_fingering
anal_teasing
rimming
fellatio
cunnilingus
titjob
handjob
